Rationale for revision
The default TX hold count parameter should be 6 according to 802.1D-2004
(table 17-1) and 802.1Q-2012-Ed (table 13-5), but 3 according to the
DEFVAL clause of ieee8021SpanningTreeRstpTxHoldCount (page 652 in
802.1Q-2012-Ed).
Proposed text
Either change the default of Transmit Hold Count to 3 in 802.1D-2004
(table 17-1) and 802.1Q-2012-Ed (table 13-5), or change the DEFVLAL
clause of ieee8021SpanningTreeRstpTxHoldCount to 6.
