Rationale for revision
The default admin edge parameter is recommended to be false according to
13.27.1, but true according to the DEFVAL clause of
ieee8021MstpCistPortAdminEdgePort (page 733).
Proposed text
Either change the recommendation in 13.27.1 to true, or change the
DEFVLAL clause of ieee8021MstpCistPortAdminEdgePort to false.
