Rationale for revision
1. Refer Transmit State Machine (Section 9.2.8 Figure 9-1) and Transmit timer state machine (Section 9.2.10 Figure 9-3).
According to statemachines when adminStatus is disabled or enabledRxOnly then
As per the Transmit State Machine we trigger a shutdown frame and start txShutdownWhile timer with reinitDelay value. Once the timer expires we trigger TX_LLDP_INITIALIZE which initializes the LLDP.
As per the Transmit timer state machine we trigger TX_TIMER_INITIALIZE which turns off txShutdownWhile timer.
If we execute both the state machines one after the other we never use txShutdownWhile timer as we start and stop the timer immediately when adminStatus is changed to disabled or enabledRxOnly.
2. As per point (c) in txInitializeLLDP() (Section 9.2.7.12)
System default values are set for the following timing parameters:
1) reinitDelay (9.2.5.10)
2) msgTxHold (9.2.5.6)
3) msgTxInterval (9.2.5.7)
4) msgFastTx (9.2.5.5)

1. In case of adminStatus set as disabled or enabledRxOnly we have a new state called TX_TIMER_DISABLED.
