Rationale for revision
Conformance item SPB-2 makes SPT BPDU exchange mandatory between adjacent neighbor SPT Bridges despite it is made clear in the specification in multiple places that IS-IS Hello PDUs can be also used instead of SPT BPDUs, see e.g. 8.10, 27.4.1, or 27.9.

Change SPB-2 to: "Encode, decode, and validate IS-IS Hello PDUs or SPT BPDUs for the Agreement Protocol (AP) and support AP logic in IS-IS?"
Impact on existing networks
Adjacent neighbor SPT Bridges exchange IS-IS Hello PDUs in existing networks.
