Rationale for revision
The size of lldpV2Xdot3LocPortAutoNegAdvertisedCap and lldpV2Xdot3RemPortAutoNegAdvertisedCap is OCTET STRING(SIZE(2)) and their descriptions refer to ifMauAutoNegCapAdvertisedBits in RFC 3636.

RFC 3636 was obsoleted by RFC 4836, in which the SYNTAX of ifMauAutoNegCapAdvertisedBits is IANAifMauAutoNegCapBits. The current IANAifMauAutoNegCapBits (http://www.iana.org/assignments/ianamau-mib/ianamau-mib) has 22 bits, too many for two octets.
Proposed text
Change the SYNTAX and DESCRIPTION of lldpV2Xdot3LocPortAutoNegAdvertisedCap and lldpV2Xdot3RemPortAutoNegAdvertisedCap as follows:
