Rationale for revision
When a network is time sensitive it would be helpful to be able to monitor how much traffic is lost because of FCS error as lost traffic has in infinite latency and knowledge of this so it can be useful to improve network. The information in section 12 includes counters like number of bytes but not any link error information. I have witnessed systems that the reliability was effected by strength of air conditioning air flow which moved the fiber and in doing so changed the radius of some of the curves on the fiber causing an increase in FCS failures this took people a long time to trace down. If networks are time sensitive they are reliability sensitive as well and so should include this information

Impact on existing networks
This will help trace problems in existing networks especially as FSC erros can be caused by dirt getting into the connectors or the cable having over-tight curves.
