Figure 9-4 shows TCI[4:3] = {SH, E}. It should instead show TCI[4:3] = {E,

No text needs to be changed. Only Figure 9-4 needs to be corrected.
Impact on existing networks
There is no impact. TCI[4:3] has always been = {E, C} in 802.1AE.
It appears that the wrong figure was inserted by mistake in
802-1AE-rev-d1-3.
