Rationale for revision
The gateStatesValue and timeIntervalValue are
always present in a GateControlEntry.
The "if present" language is incorrect.

Proposed text
Remove ", if present," text in both places in 12.29.1.2.1
GateControlEntry since the associated gateStatesValue and
timeIntervalValue parameters are always present.
Impact on existing networks
There is no impact since there is no case
where the parameters are not present.
