Rationale for revision
The verbal description states “contains the most recent instant of time”, this is incorrect looking at the pseudo-code of section 8.6.11.3 ProcessFrame(frame), where BucketEmptyTime can clearly be in the future, assuming ProcessFrame(frame), is basically called at or very soon after arrivalTime.
Proposed text
Change text to: “A state variable that contains the nearest instant of time, in seconds at which the token bucket of the ATS scheduler instance is empty.”
