The verbal description is obviously wrong and in contrast with what is given in the equation of section 8.6.11.3 ProcessFrame(frame):
schedulerEligibilityTime = BucketEmptyTime + lengthRecoveryDuration;
Proposed text
Change text to:
“The instant of time when the number of tokens in the token bucket is at least equivalent to the number of bits in the frame to transmit.”
