Rationale for revision
Industrial communication requires fast startup features for synchronization and thus uses e.g. external port configuration. Any in this case unnecessary protocol based negotiation shall be avoided.
Thus, it should be possible to deactivate the use of signaling messages for this use case.
Proposed text
Add a managed object (and its YANG representation) which allows to disable/enable the use of signaling messages. Update the respective state machines accordingly.
