Rationale for revision
It is unnecessary to assign a value to transitionTime in state INIT and REDUNDANT.
None of the conditions that result in a state change from INIT or REDUNDANT to another state considers transitionTime, and all states that are reached from INIT or REDUNDANT state set transitionTime to a new value.
transitionTime is only used in state transitions from OUT OF_SYNC and NOT_REDUNDANT to a "better" redundant state.
Thus, setting this variable in INIT and REDUNDANT state is not required.
Proposed text
Remove the assignment of a value to transitionTime in states INIT and REDUNDANT.
