Rationale for revision
Clause 10.3.18 describes the SyncIntervalSetting state machine.
This clause should be moved to clause 10.2 "Time-synchronization state machines".
As the IntervalSetting state machines are the last ones described for Announce and gPtpCapable signaling, it should become the last clause in 10.2., namely 10.2.14.
Proposed text
Move clause 10.3.18 to the end of clause 10.2 as clause 10.2.14.
