There was some discussion as to whether this is a bug or an enhancement request. The group felt that the severity of the problem in using the feature warrants making the changes and there was no disagreement on the technical approach. The details of the changes are described at the end of Craig Gunther's contribution available at: http://www.ieee802.org/1/files/public/docs2019/maint-cgunther-CBitems-0519-v01.pdf.
There was also a question about whether this would impact the automotive profile work and the conclusion was that the automotive profile can assure the MAC address is included by requiring the MAC address is specified.
The editor of CBdb will make the changes suggested in the above contribution and will additional put an editor's note in the document requesting text for an informative note to describe the use cases where including the MAC address is important.
