Rationale for revision
The state machine in Figure 8-17 has no defined outcome if OperControlListLength = 0.
Proposed text
Add transition from NEW_CYCLE to END_OF_CYCLE under the condition (OperControlListLength == 0). Note, that this transition ensures, that no changes are made on the gate states.
Impact on existing networks
There might be implementations that have defined a different behavior if OperControlListLength = 0.
