Suggest including a change to the use of "the Interval" to "each Interval" in the first sentence of the paragraph of the clause. Change the first sentence to:
EarliestTransmitOffset specifies the earliest offset within each Interval at which the Talker is capable of starting transmit of its frames.
Change second sentence of third paragraph:
Each of the Talker’s offsets is specified at the point when the message timestamp point of the first frame of the Stream in each Interval passes the reference..."
